Turmeric is the spice that regulators watch most closely, and for good reason. Over the past decade it has been the subject of lead-chromate adulteration scandals in South Asia, ethylene-oxide rejections at European borders, and a steady stream of Sudan-dye findings. A buyer who understands those four risks — curcumin, lead, ETO and dyes — buys turmeric well; one who buys on price and colour alone eventually buys a rejected container.

This guide is the version of that conversation we have with new customers of our own turmeric powder. It covers the grades, the specification, the rules in each market and the price drivers.

Types and curcumin content

Indian turmeric is traded by growing region, and the region is a shorthand for curcumin content. Alleppey type (Kerala) is the colour grade at 5–6 % curcumin, bright orange-yellow, favoured for colouring and by the US market. Erode (Tamil Nadu) and Salem types run 3–4 % curcumin with good volatile oil, the workhorses for spice blends and general grinding. Nizamabad and Sangli types sit between them.

Curcumin is measured by spectrophotometry (ASTA method 18.0) and should be on every Certificate of Analysis as a number, not a range copied from a brochure. If you are buying for colour, price per point of curcumin is the honest comparison; a 6 % lot at a 40 % premium over a 3.5 % lot is the cheaper colour.

Lead: the number that matters most

Lead reaches turmeric through soil, through polishing on contaminated drums and, in the worst cases, through deliberate addition of lead chromate to brighten dull fingers. The EU maximum for lead in root and rhizome spices — the category that covers turmeric and ginger — is 1.5 mg/kg under Regulation (EU) 2023/915; the UK carries the same figure in assimilated law. The US has no single statutory limit, but FDA acts through import alerts and California's Proposition 65 requires a warning above a very low daily exposure, which in practice pushes US brands to demand the lowest lead lots available.

What to do: require ICP-MS results for lead, cadmium and arsenic on every lot, buy from suppliers who trace fingers to farm clusters, and never accept a lot whose colour is brighter than its curcumin assay explains.

Ethylene oxide: permitted in the US, banned in the EU and UK

Ethylene oxide (ETO) fumigation is an effective way to sterilise spices and is still permitted in the United States within tolerances. It is not permitted for food in the European Union or the United Kingdom, and since 2020 the EU has rejected or recalled thousands of tonnes of spices, seeds and additives on ETO findings. Regulation (EU) 2019/1793 lists a number of Indian products for increased official controls at the border for exactly this reason.

The test measures ethylene oxide together with its reaction product 2-chloroethanol, expressed as a sum, with a limit of quantification of 0.02 mg/kg. For any EU or UK shipment, insist on an accredited-laboratory ETO report per lot and on steam treatment as the microbial-reduction step. ODOD Group applies the same rule to every market so that a lot is never trapped on the wrong side of the Atlantic.

Sudan dyes and other adulterants

Sudan I–IV, metanil yellow and lead chromate have all been found in turmeric and chilli over the years. They are cheap ways to make a dull, low-curcumin lot look premium and they are carcinogenic. The EU has required Sudan-dye screening on chilli and curry products from certain origins since 2004, and most reputable buyers now extend it to turmeric. A supplier who screens each lot and prints "not detected" on the COA has removed the risk; one who does not has left it with you.

The full specification

  • Curcumin (ASTA 18.0): stated per lot, 3–6 % by type.
  • Moisture ≤ 10 %; total ash ≤ 7 %; acid-insoluble ash ≤ 1.5 % (sand and grit).
  • Volatile oil ≥ 2.5 ml/100 g — flavour, and a sign the lot was not over-heated.
  • Particle size: 95 % through 60 mesh is the trade standard; 40 or 80 mesh on request.
  • Lead < 1.5, cadmium < 0.1, arsenic < 1.0 mg/kg by ICP-MS.
  • ETO + 2-CE not detected (LOQ 0.02 mg/kg).
  • Sudan I–IV, metanil yellow, lead chromate: not detected.
  • Aflatoxin B1 < 5 µg/kg, total < 10 µg/kg (EU limits for spices).
  • Microbiology: TPC, yeasts and moulds, E. coli, Salmonella absent in 25 g.
  • Pesticide multi-residue screen (≥ 500 actives) against EU/UK MRLs.

Packaging, storage and containers

Ground turmeric ships in 25 kg multi-wall paper or woven PP bags with a food-grade liner, 40 bags to a pallet; big bags of 500 kg for large processors. Nitrogen flushing is worth asking for on high-curcumin lots because curcumin fades with light and oxygen. Stored below 25 °C in the dark, shelf life is 24 months. A 20-ft container carries 18–20 tonnes.

Compliance by market

United States. FSVP importer verification, FDA Prior Notice and facility registration. ETO is permitted, but many US brands now specify ETO-free anyway. Watch Prop 65 for lead if you sell in California.

United Kingdom. Assimilated Regulation 1881/2006 (lead 1.5 mg/kg for rhizome spices), assimilated 396/2005 for residues, ETO not permitted. Check the current list of high-risk food and feed of non-animal origin; where a product is listed, IPAFFS pre-notification and border checks apply.

European Union and Ireland. Regulation (EU) 2023/915 for contaminants, (EC) 396/2005 for MRLs, and (EU) 2019/1793 for increased official controls on listed products from India — plan for documentary checks and a share of identity and physical checks at the border control post, with CHED-D pre-notification. Phytosanitary certificate and Indian Spices Board export documentation accompany each shipment.

What drives the price

  • Curcumin type — Alleppey commands a premium over Erode and Salem.
  • The harvest (January to April) and carry-over stocks; contract volumes before the season ends.
  • Testing — a full EU panel (ETO, heavy metals, residues, aflatoxin, dyes) adds real cost per lot; it is cheaper than a rejected container.
  • Steam treatment and cryogenic milling.
  • Packaging (nitrogen flush, liners) and incoterm.

Before your first container

  • Choose the type by curcumin need and ask for the assay method.
  • Require per-lot ICP-MS heavy metals, ETO, Sudan dyes and aflatoxin results.
  • Confirm steam treatment, not ETO, for any EU/UK lot.
  • Agree mesh, packaging and shelf life at receipt.
  • For the EU/UK, plan for border checks and pre-notification.

ODOD Group supplies ground and whole turmeric from FDA-registered, HACCP / ISO 22000-certified processors, tested to the EU panel for every market. Ask for a current-lot COA and a landed price; we reply within one working day.

Frequently asked questions

What curcumin content should I specify?

Specify by use. General seasoning and curry blends run well on Erode or Salem type at 3–4 % curcumin. Colouring applications, wellness products and premium retail justify Alleppey type at 5–6 %. Curcumin is assayed by the ASTA 18.0 spectrophotometric method and stated on the COA of every lot.

Is the turmeric treated with ethylene oxide?

No. ETO is not permitted for food in the EU or UK, and we do not use it for any market. Microbial reduction is by validated steam treatment, and each lot is tested for ethylene oxide and 2-chloroethanol with a limit of quantification of 0.02 mg/kg.

How do you control lead?

Lead in turmeric comes from soil, processing and, historically, adulteration with lead chromate. We buy from known farm clusters, polish mechanically, never use colourants, and test every lot by ICP-MS. The EU limit for root and rhizome spices is 1.5 mg/kg; our lots are reported against it.

Do you test for Sudan dyes and other adulterants?

Yes. Every lot is screened for Sudan I–IV, metanil yellow and lead chromate, and the result is printed on the COA. Pure ground turmeric has no reason to contain any of them.

Can you supply whole fingers, bulbs or a custom mesh?

Yes — whole fingers and bulbs for grinders, cut turmeric, and ground turmeric from 40 to 80 mesh. Cryogenic milling is available where volatile-oil retention matters.

Which documents come with a shipment to the EU or UK?

Certificate of Analysis (curcumin, moisture, ash, heavy metals, ETO, Sudan dyes, aflatoxins, microbiology), Certificate of Origin, phytosanitary certificate, the accredited-laboratory ETO and heavy-metal reports, and the Indian Spices Board export documentation. Halal and Kosher certificates on request.
